<br />A RESOLUTIOIV COMMENDING THE PUBLIC
<br />SERVICE OF COUNCILMAN HENRY CASTER,
<br />AND DECLARING AN EMERGENCY.
<br />WHEREAS, on December 31, 1969, Councilman Henry Caster completes
<br />his term of office, and
<br />WHEREAS, Councilman Henry Caster has been a Councilman, both as a
<br />Ward Councilman and Councilman-at-large, since January 1960 to December 31,
<br />19 69 , a period of ten ( 10 ) years, and as a Councilman has been required to use
<br />his experience , knowledge and education in performing his cQUncilmanic duties,
<br />and
<br />WHEREAS, Councilman Henry Caster in the period from January 1960 to
<br />December 31, 1961 served on the Streets, Sidewalks and Ditches Committee, the
<br />Municipal Froperties Committee, and was Chairman of the Public Utilities Com-
<br />mittee, and
<br />WHEREAS, upon re-election for a two ( 2) year term, which term expired
<br />December 31, 1963, he was Chairman of the Finance CommittPP, and served on,
<br />the Public Development and Service Committee, the Publicfarks;, Properties and
<br />Recreation Committee, and the Municipal Platting Committee., -and
<br />WHEREAS, Councilman Henry Caster was re-elected for a two ( 2) year
<br />term, which term expired December 31, 1965, he also served as Chairman of the
<br />Appointments Committee, Chairman of the Industrial Development Committee, the
<br />Design and Platting Committee, the Municipal Development Committee, and served
<br />as a member of the Finance Committee, and then was re-elected to the term ex-
<br />piring December 31, 1967, serving on the same committees, and in the same ca-
<br />pacity as he had previously from January 1964 to December 31, 1965, and further
<br />was re-elected for a two ( 2) year term expiring December 31,1969, again serving
<br />in the same capacities and on the same committees, and
<br />WHEREAS, Councilman Henry Caster has served on many committees, which
<br />committees were instrumental in guiding the sanitary sewer projects through Council
<br />from the inception of the sanitary sewer program to its present status of near com-
<br />pletion, reviewing the sanitary sewer program and guiding it through the most diffi-
<br />cult stages, seeking solutions and arriving at decisions in order that the sewer
<br />program could proceed forward, and
<br />WHEREAS, during the ten ( 10 ) year period, january 1960 to December 31,
<br />1969, the City of North Olmsted has experienced a tremendous rate of growth, and
<br />Councilman Henry Caster has authored many ordinances and resolutions designed
<br />to better promulgate and control the growth of industrial and residential develop-
<br />ment within the City of North Olmsted, and
<br />WHEREAS, during his term of service Councilman Henry Caster gave un-
<br />stintingly of his time never shirking a duty even though, oftenti.,mes , the duty was
<br />one which required great tact and patience, and required him to take a very contro-
<br />versial position as to the outcome, and
<br />WHEREAS, it is the desire of the members of this Council to express their
<br />opinion that the valuable contributions of Henry Caster be recognized with sincere
<br />gratitude by the citizens of the City of North Olmsted, by the Administration, and
<br />by all the Officials of the City of North Olmsted,
