That for the purposes provided in Section 2 hereof, there <br />is hereby levied and charged upon each lot, parcel of t+and or premises having <br />or required to have a connection with the System, or otherwise discharging <br />sewage, industrial wastes, water or other liquids, either directly or indirectly <br />into the System, sewer charges payable as hereinafter provided and in amounts <br />to be determined as follows: <br />( a) For premises supplies be metered public water supply, the <br />following rates shall apply to be computed on the basis of <br />water consumption as measured by such water meter, to-wit: <br />$4. 75 for the first 1000 feet or any portion thereof of water <br />consumed per quarter, and at the rate of $4. 75 for each 1000 <br />cubic feet of water consumed thereafter, but not less than <br />$4. 75 per quarter. In addition thereto, thereshall be paid <br />$. 25 per billing for each quarter billing made by the City <br />of Cleveland Water Department to the premises being supplied <br />by meter public water supply. For late payments beyond the <br />due date of said billings such rates shall be increased $.25 <br />per quarter at a penalty for late payment. <br />( b) For premises supplied, other than by metered public water <br />supply, there shall be charged a flat rate $5. 79 per month <br />provided that for prompt payment of such billing, when due, <br />by the City of North Olmsted, such rate shall be reduced to <br />$5.71 per month. <br />( C) The rates to be charged to users whose premises are located <br />outside the city limits, other than political subdivisions having <br />special service contracts with the City of North Olmsted, shall <br />be negotiated by the Mayor and/or the Director of Public Service <br />and approved by Council of the City of North Olmsted. AnY <br />such user shall first obtain the approval of the Director of <br />Public Service before making connections to the System and <br />conform to such requirements as may be prescribed in the re- <br />gulations prescribed by such Director. <br />( d) In the event it can be shown to the satisfaction of the Director <br />of Public Service with respect to any premises that a portion <br />of the water derived from metered public water supply consumed <br />on said premises does not and can not enter the System, then <br />in each such case the owner or other interested party may, at <br />his expense, install such metering devices as to demonstrate <br />to the satisfaction of said Director the portion of the water so <br />supplied and consumed on the premises which is discharged in- <br />to the System, which portion shall constitiute the basis for <br />determining the sewer charge under ( a) above. <br />('e ) No free service of any kind shall be rendered to any user unless <br />it shall be brought to the attention of Council or the Finance <br />Director that the City of Cleveland Water Department has had <br />an adjustment in the water charge to a consumer, at which time <br />the Finance Director is hereby authorized to make adjustment <br />in the sewer revenue charge not to exceed $100.00 per premises <br />served by the North Olmsted Sanitary Sewer System. <br />Section 4. That over and above the rates and charges established by <br />Section 3, hereof, there may be established in special instances and upon special <br />agreement the City and the owner of any premises served by the System, such <br />additional charges for industrial wastes of unusual strength or composition which <br />are accepted by the City for treatment as may be determined to be fair and equitable. <br />Each such special agreement and the charges established therefor shall become <br />effective until ratified by ordinance duly passed by Council of the City.
