A <br />representative of Ohio Council 8 may partici- <br />? pate in any such meeting. The r4ayor will <br />answer the grievance in writing within five <br />(5) working days following completion of the <br />Step 3 discussions. <br />,,. <br />am All Step 2 or 3 meetings under the grievance procedure <br /> shall be scheduled during the last forty-five (45) minutes of <br />? <br />the kork day unless otherwise mutually agreed to by the parties. <br />? <br />STEP 4: If the grievance is not satisfactorily <br />" settle at Step 3, the Union may, within thirty <br />? <br />(30) calendar days after receipt of the Step 3 <br /> answer, submit the matter to arbitration. The <br />+?+ Union shall notifv the City of its intent to <br /> appeal the grievance to Arbitration in writing. <br /> There is hereby created a permanent panel of <br /> arbitrators to be used for the selection of an <br /> arbitrator, pursuant to this arbitration proced- <br />?. ure. The individuals selected for this panel <br /> are named in Exhibit "C" attached hereto. The <br /> fees and expenses of the Arbitrator, including <br /> <br />? expenses of a meeting room and stenographic <br /> service, shall be borne eaually by the parties. <br />? <br /> <br />?. 14. In the event a grievance goes to arbitration, the <br />? <br />Arbitrator shall have jurisdiction only over disputes arising <br />,,. out of grievances and the Arbitrator shall have no authority <br /> to add to, subtract from, or modify in any way the provisions <br /> of this r;emorandum.
