? <br />? . <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 81- 106 <br />PAGE S. <br />The Purchasing Agent shall make all purchases of material, ec{uipment <br />or supplies for the municipality authorized by the City Council. <br />He shall report to the Director of Finance, and shall be responsible <br />for making all purchases at the most feasible price for the City <br />and shall see that the material, equipment or supplies delivered <br />are correct in number and amount and comply with the standards and <br />specifications described by the proper administrative office, <br />authorized, and agreed to at the time of purchase. <br />As Purchasing Agent, the Assistant Finance Director shall, subject <br />to Charter provisions relating to public bidding, establish standards <br />and specifications for purchases by the City. He shall prepare <br />and recommend to the Council such standards relative to auality, <br />size and variety of articles, equipment and supplies used by the <br />City, and when consistant with efficiency, shall make possible <br />uniform purchasing for city departments and offices. <br />SECTION 3: That this Ordinance is hereby declared to be <br />an emergency measure immediately necessary for the preservation <br />of the public health and welfare; and for the further reason that <br />it is immediately necessary to streamline the financial functions <br />of municipal government; and further provided it receives the <br />affirmative vote of two-thirds of all members elected to Council, <br />it shall take effect and be in force immediately upon its passage <br />and approval by the Mayor. <br />PASSED: <br />ATTEST: <br />FLORENCE CAMPBELL, CLERK OF COUNCIL <br />DEWEY H.
