IX. WEST SHORE ENFORCEMENT BUREAU. In order to provide a greater degree of cooperation in the field of law enforcement, the council hereby establishes the West Shore Enforcement Bureau. The membership of the Bureau shall C0115iSt of the police chiefs of each member municipality or their alternates specifically designated by them. The Bureau shall have authority to adopt its own rules and bylaws to govern its proceedings, subject to approval of the Council. Financial responsibility for the West Shore Enforcement Bureau shall rest on the fiscal officers for the Council. No terms and conditions of any contract of the Bureau shall be binding on any participating municipality unless approved by the legislative body of that municipality. X. CANCELLATION OF THE AGREEMENT. In the event a majority of the member municipalities agree that the West Shore Council of Governments should be dissolved, any assets of the Council shall be distributed to the members in accordance with the same formula under which they were contributed and accumulated. XI. AMENDMENTS. This agreement may be amended by majority vote of all members of the Council at any regular or special meeting, pzovided copies of such proposed amendments are mailed to each member municipality not less than five (5) days prior to such meeting. In the event any part or portion of this agreement shall be found to be contrary to law and thereby held to be null and void, all other provisions of this agreement shall remain in full force and effect, and shall not be otherwise affected by any such ruling, finding or decision. XIII. WEST SHORE SOLID WASTE MANAGEMENT COMMITTEE. In order to provide a greater degree of cooperation in the management of solid waste, the council hereby establishes the West Shore Solid Waste Management'Committee. The membership of the Committee shall consist of the Mayors of each member municipality (or a representative designated by the Mayor to be a Committee member) and two citizens a the Mayor of each member municipality for a term of two yearsted The Committee will act in an advisory capacity to the Council in matters of solid waste management submitted to the Committee by, the Council for report and recommendation. Any matters so referred to the Committee shall be reviewed with recommendations provided by it Within ninety (90) days from the date of referral unless a longer time be allowed by the Council. The undersigned further declare that the Agreement dated November 22, 1971, establishing the Westshore Council of Governments remains in full force and effect as written with the addition of Section X111 as added by the Amendment stated above.
