H ULi- 1 ~ -~ -? 1 Lit 1 1 ~ 1 O L. lJ T Hh IJ ~..~ N L-U .J H 1 T ~-F '4 .~ O ~ ~J ~-- ~ ICl ~, <br />EXHIBIT "A" <br /> <br />Please include the following language in tk~e body of your resolution: <br />Tk~e alternative formula far apportionment of Local Government Funds <br />utilized by the Cuyahoga County Budget Co~nasxssion rnn5ists of the <br />following: <br />A guaranteed "base allocation" which will be adjusted <br />annually and the "excess" above the base allocation. <br />The excess allocation is determined by employing four <br />equally weighted statistical factors which are entirely <br />objective and subject to simple verification. <br />The four statistical factor employed i.n allocating the excess are: <br />1) Population _ Assessed Value Per Capita <br />2) Population r Per Capita income <br />3j population. x Population Bensity <br />4} Welfare Recipients <br />Because the LGRA~' has no history to predicate a base allocation this <br />fund will be distributed according to the above mentioned excess formula <br />until a three year history can be determined at which paint there will be <br />a guaranteed base allocation and an excess allocation. <br /> <br />
