CITY OF NORTH OLMSTED RESOLUTION N0. 89-19 BY: THOMAS O'GRADY A RESOLUTION URGING THE UNITED STATES HOUSE OF REPRESENTATIVES TO ADOPT H.R. 467 - "BRADY HANDGUN VIOLENCE PREVENTION ACT" WHICH PROHIBITS THE SALE OF HAND GUNS FOR A SEVEN DAY PERIOD AND ALLOWS FOR A PERMISSIVE BACKGROUND CHECK ON THE PROSPECTIVE PURCHASER. WHEREAS, there is presently pending in the U.S. House of Representatives H.R. 467 which is a Bill commongly known as the Brady Handgun Violence Prevention Act which among other things provides for a seven day period between the request far the purchase of the gun and its delivery for the purpose of having a background check on the person wishing to purchase said gun; and WHEREAS, the passage of the act would require various states to adopt regulations dealing with the transfer of firearms which regulations would be required to include, among other things, the following: a sworn application for a permit with the minimum information of 1} the name, address, date of birth appearing on a valid identification document of the transferee containing a photograph of the transferee, 2) a statement that Federal law does not prohibit the receipt of the handgun by the transferee, 3} the date the sworn statement is made, and 4) notice that the transferee intends to obtain a handgun from the transferor; and WHEREAS, this Council believes that the uncontrolled sale and distribution of handguns has been responsible for numerous tragic deaths which could have been prevented if a Bill such as the Brady Handgun Violence Prevention Act were in effect. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That this Council does hereby declare its support for H.R. 467 commonly referred to as the Brady Handgun Violence Prevention Act and does hereby urge the Congress of the United States to adopt said Act; SECTION 2: That this Council does hereby direct the Clerk of Council to send certified copies of this Resolution to the Speaker of the House, Congressman Edward F. Feighan, Congressman Louis Stokes, Congressman Mary Rose Oakar, Congressman Donald Pease, and Congressman Dennis Eckert;
