,~ <br />•~ ' , <br />- 3 - <br />purposes, (B) current operating expenses for recreational purposes, <br />and (C) interest, premium, sinking fund and retirement charges on <br />general obligation bonds and general obligation bond anticipation <br />notes of the municipality issued from time to time, without a vote of <br />the people, to provide funds (i) to pay costs of providing and <br />improving recreational facilities, (ii) to reimburse the municipality <br />for expenditures made, in anticipation of reimbursement from the <br />proceeds of such general obligation bonds or general obligation bond <br />anticipation notes, to pay costs of providing and improving <br />recreational facilities; or (iii) to provide funds to renew or refund <br />general obligation bonds and general obligation bond anticipation <br />notes issued for the purposes described in clauses (i) and (ii) and <br />this clause (iii)." <br />SECTION 2. If the foregoing proposal receives the affirmative vote <br />of a majority of the electors voting thereon, then existing Section 8 of <br />Article VIII shall be and the same is hereby repealed effective as of the date <br />on which such amendment becomes effective. <br />SECTION 3. It is the desire of the Council that the ballot for said <br />question shall be in the following form: <br />PROPOSED CHARTER AMENDMENT <br />A majority affirmative vote is necessary for passage. <br />Shall Section 8 of Article VIII of the City Charter be <br />amended to authorize the City Council to levy annually, for <br />a period of ten years, without a further vote of the people, <br />an additional tax at a rate not exceeding seven-tenths (.7) <br />of one mill to provide funds for municipal recreational <br />purposes, including payment of costs of providing permanent <br />improvements and current operating expenses for recreational <br />purposes and annual debt service requirements on unvoted <br />general obligation bonds and bond anticipation notes issued <br />(i) to pay costs of providing and improving recreational <br />facilities, (ii) to reimburse the City for expenditures made <br />for that purpose, or (iii) to renew or refund the bonds and <br />notes issued for the purposes described in clauses (i) and <br />(ii) and this clause (iii). <br />Yes <br />No <br />SECTION 4. The Clerk of Council is authorized and directed promptly <br />to forward a certified copy of this ordinance to the Board of Elections of <br />Cuyahoga County. <br />SECTION 5. The Board of Elections of Cuyahoga County shall cause to <br />be duly given an appropriate notice of the election to be held on May 2, <br />1989, on the foregoing amendment to the Charter of this City and otherwise <br />provide for such election ir. the manner provided by the general. laws of the <br />State of Ohio. <br />SECTION 6. The Clerk of Council is authorized and directed to cause <br />the full text of such proposed Charter amendment to be published once a week <br />for two consecutive weeks in a newspaper of general circulation in the City <br />of North Olmsted, with the first publication to be made at least fifteen days <br />prior to the election to be held on May 2, 1989, as provided in Article <br />XVIII, Section 9 of the Ohio Constitution and in Section 731.211 of the Ohio <br />Revised Code. <br />
