4 ~ <br />'Y.- w' f <br />CITY OF NORTH OLMSTED <br />RESOLUTION N0. 89-10 <br />BY: Mayor Petrigac <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE <br />TO ADVERTISE FOR BIDS WITH AN OUTSIDE CONTRACTOR FOR THE <br />PURPOSE OF PROVIDING, ON A CONTRACT BASIS, LEAF PICK-UP <br />SERVICE THROUGHOUT THE CITY OF NORTH OLMSTED, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, it has come to the attention of the Administration that <br />in recent years, a number of ecology minded non-profit organizations have <br />begun to develop plans for providing leaf pick-up service to municipal <br />corporations, and at the same time recycling a portion of the leaves that <br />are picked up and using them for various agricultural products; and <br />WHEREAS, the Mayor together with the Director of Public Service <br />has developed specifications which include the above-mentioned items and <br />are requesting that they be given authority to advertise for bids to <br />implement the aforesaid program; and <br />WHEREAS, although the leaf pick-up program within the City has <br />been suspended for the last couple of years, it is the intention of the <br />Administration to reinstate said program because of the availability of <br />funds. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />Section l: That the Director of Public Service be and he is <br />hereby authorized to advertise for bids for contract leaf pick-up service <br />throughout the City, all of which shall be in accordance with <br />specifications now on file in his office, and that upon approval by the <br />Board of Control, the Mayor is hereby authorized to enter into a contract <br />and execute the same on behalf of the City of North Olmsted. <br />Section 2: This Resolution is hereby declared to be an emergency <br />measure, immediately necessary for the preservation of the public health, <br />safety and welfare, and for the further reason that it is immediately <br />necessary to institute a program so that it can be replaced by the Fall of <br />1989 and further provided it receives the affirmative vote of two-thirds of <br />all members elected to Council and shall take effect and be in force <br />immediately upon its passage and approval by the Mayor. <br />
