<br />AN ORDINANCE AUTHORIZING THE BUILDING COMMISSIONER
<br />TO PROCEED WITH THE DEMOLITION OR REMOVAL OF THE
<br />SINGLE RESIDENTIAL DWELLING ATTACHED GARAGE ON
<br />PERMANENT PARCEL N0. 232-23-11 AT 25710 LORAIN ROAD,
<br />IN THE CITY OF NORTH OLMSTED, AND DECLARING AN EMERGENCY.
<br />WHEREAS, pursuant to the provisions of Ordinance No. 133.01
<br />and 1331.99 of the Codified Ordinances of the City of North Olmsted,
<br />the Building Commissioner has determined that the abandoned dwelling
<br />known as Permanent Parcel Number 232-23-11 located at 25710 Lorain
<br />Road, North Olmsted, Ohio, the record title holder being Thomas J.
<br />Csapo, is unsafe, dangerous to human life and hazardous to the
<br />safety, health, and public welfare of the citizens of the City of
<br />North Olmsted, and
<br />WHEREAS, notice to repair, remove, or demolish said building
<br />was sent via certified mail, return receipt requested, to Thomas
<br />J. Csapo, on June 8, 1983, at 1889 Halls Carriage Path, Westlake,
<br />Ohio 44145, ordering said title holder to repair, remove, or
<br />demolish said building and to commence such repair, removal, or
<br />demolition within sixty (60) days of receipt of said notice, and
<br />WHEREAS, said record title holder, Thomas J. Csapo failed
<br />to reverse the Building Commissioner's order and also failed to
<br />further appeal the decision of the Zoning Board of_ Appeals to a
<br />higher tribunal of competent jurisdiction and this time has failed
<br />to comply with the order of the Building Commissioner.
<br />N04V9 THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
<br />OF NORTH OLMSTED, COUNTY OF CUYAIiOGA AND STATE OF OHIO:
<br />SECTION l: That Council deems it necessary to p roceed with
<br />the demolition and removal of the unsafe dwelling at 25710 Lorain
<br />Road, North Olmsted, Ohio, also known as Permanent Parcel Number
<br />232-23-11, owned by Thomas J. Csapo, whose mailing address is
<br />1889 Halls Carriage Path, tiaestlake, Ohio 44145, by reason of the
<br />fact that said dwelling has been determined to be dangerous to
<br />human life and a hazard to the public safety, health and welfare
<br />of the citizens of the City of North Olmsted, Ohio, and that the
<br />cost of said demolition and removal be paid from the General Fund
<br />of the City of North Olmsted and charged to the owner as a special
<br />assessment or lien on such parcel of land and assessed and collected
<br />in the manner or other assessments as provided by law.
<br />SECTION 2: That the Clerk of Council be and she is hereby
<br />directec to forward a copy of this Ordinance to Thomas J. Csapo
<br />at 1889 Halls Carriage Path, Westlake, Ohio 44145.
<br />SECTION 3: That this Ordinance is hereby declared to be
<br />an emergency measure immediately necessary for the preservation of
<br />the public health, safety and welfare, and for the further reasons
<br />that the dilapidated condition of said dwelling is a serious hazard
