CITY OF NORTH OLMSTED <br />RESOLUTION N0. 83- 118 <br />BY: JANET SARINGER <br />A RESOLUTION URGING GOVERNOR RICHARD CELESTE TO <br />ADOPT REGULATIONS RELATING TO THE SHIPMENT OF HIGH <br />LEVEL RADIOACTIVE MATTER THROUGH THE STATE OF OHIO, <br />AND DECL:4RING AN EMERGFNCY, <br />WHEREAS, the Nuclear Regulatory Commission has already <br />sanctioned approximately 140 shipments of high level radioactive <br />matter through the Greater Cleveland area and near the municipality <br />of North Olmsted, and <br />WHEREAS, the public health and safety of the residents of <br />the City are dependent upon the safety and effectiveness of the <br />shipping casks and carriers used to transport high level radio- <br />active matter, and <br />WHEREAS, the present experience with shipping casks and <br />carriers is not extensive enough to be reliably indicative of <br />the potential for accidents which may be encountered upon route, <br />and <br />WHEREAS, the shipping casks used to transport high level <br />radioactive matter have not been conclusively tested so as to <br />ascertain their safety and effectiveness in the event of accident, <br />and <br />WHEREAS, shipments of high level radioactive matter from <br />nuclear reactors and other sources will increase in the future. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That the Mayor and Council of the City of <br />North Olmsted anc? its residents strongly urge Governor Richard <br />Celeste to adopt by Executive Order regulations providing for, <br />among other things, the state escort of high level radioactive <br />matter, a statewide monitoring system of all shipments of high <br />level radioactive matter, and the appointment of qualified persons <br />to supervise, train,and be responsible for the handling of emergency <br />situations which may arise in the course of shipment of high level <br />radioactive matter. Further, it is urged that the cost of all of <br />the above regulations be borne by the utilities who ship the high <br />level radioactive matter. <br />SECTION 2: That the Mayor and Council of the City of North <br />Olmsted an its residents also strongly urge that Governor Richard <br />Celeste enact by Executive Order regulations regarding the safety <br />of shipping casks and the liability of shippers for accidents <br />involving high level radioactive matter. <br />SECTION 3: That the Clerk of Council shall cause a fully <br />execute copy ereof to be sent to Richard Celeste, Governor of <br />the State of Ohio, each member of the Ohio General Assembly from <br />Cuyahoga County, the Speaker of the House of the House of Representa- <br />tives, the President of the Ohio Senate, President Ronald Reagan, <br />Ohio Senators John Glenn and Howard Metzenbaum and each of the <br />United States House of Representatives from the State of Ohio.
