SECTION 13: That the Finance Director is hereby authorized to draw his warrants on the City Treasury for payments from any of the aforegoing appropriations upon re- ceiving proper certificates and vouchers therefor, approved by the Board of Officers authorized by law to approve same, or an Ordinance or Resolution of Cotncil to ma.ke the expenditures; provided that no warrants shall be dratan or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. Provided further that the appropziations for contingencies can only be expended upon approval of two-thirds vote of Council for items of expense constituting a legal obli- gation against the City and for purposes other than those covered by the other specific appropriations herein made.
