CITY OF NORTH OLMSTED <br />ORDINANCE N0. 83 - 4 <br />BY b?iL,, . 60"47ax? <br />? <br />AN ORDIr1ANCE CREATING.A FINANCIAL TASK FORCE FOR <br />THE PURPOSE OF REVIEWING ALL INCOME AND EXPENSE <br />FOR THE CITY OF NORTH OLMSTED, AND REPORTING ITS <br />FINDINGS TO COUNCIL, WITH RECOMMENDATIONS FOR <br />IMPROVED FISCAL MANAGEMENT OF THE CITY'S FINANCIAL <br />RESOURCES. <br />WHEREAS, it is the desire of this Council to deliver <br />needed government services at minimum cost, and <br />WHEREAS, cutbacks and transfers of Federal Government <br />spending will have an impact upon the municipality, and <br />6VHEREAS, the involvement of resident professionals is <br />deemed advisable in the establishment of public/private sector <br />partnerships for the betterment of our community. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That there is hereby created a temporary board <br />within the?C y to be known as the Financial Resources Task Force, <br />which Board shall consist of five (5) members, tfiree of whom <br />shall be certified public accounts, the remaining two shall <br />have public accounting backgrounds with at least three (3) <br />years experience. Said members shall be appointed with an <br />affirmative vote of two-thirds of those members of Council <br />who are eligible to vote. No member shall hold any other <br />municipal office in the City of North Olmsted. All of said <br />members shall be residents of the City of North Olmsted. <br />The term of said Board shall be eighteen (18) months, after <br />which time their term of office shall expire and the existence <br />of this Board shall terminate. During their term of office, <br />the Board shall have the following responsibilities: <br />A. To review the finances and resources of <br />the City by reviewing all financial records <br />after which they sha11 make recommendations <br />to the Council with respect to how the City <br />may improve its ability to obtain financing <br />to meet the City needs, and to further recommend <br />methods and procedures regarding the expenditure <br />of funds. <br />B. With respect to the provisions of Subsection A <br />hereof, recommendations will be made within <br />eighteen (18) months £rom the date of appointment. <br />SECTION 2: All members of the within Board shall be paid <br />for services ren3ered at a rate of Twenty Dollars ($20.00) per <br />meeting. <br />SECTION 3: That this Ordinance shall take effect and be <br />in force rom and after the earliest period allowed by law.
