Y <br />"WlW <br />CITY OF NORTH OLMSTED <br />RESOLUTION N0. 83 -47 <br />BY: Mayor Swietyniowski <br />Gn ? <br />Y <br />A RESOLUTION OPPOSING SENATE BILL 133 <br />ESTABLISHING COLLECTIVE BARGAINING <br />RIGHTS FOR OHIO'S PUBLIC EMPLOYEES, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, Senate Bill 133 has been introduced in the Ohio <br />Senate and proposes to establish collective bargaining rights <br />for Ohio's public employees, and <br />WHEREAS, said Bill would repeal the Ferguson Act, which, <br />since 1947, has outlawed strikes by public employees, and <br />WHEREAS, S.B. 133 would permit non-safety forces the right <br />to strike in those cases where impasse procedures contained in <br />the Bill had been foliowed and the contract had expires, and <br />WHEREAS, the Bill would establish compulsory binding <br />arbitration as a final step to resolve impasses between public <br />safety employees and their employers. Senate Bi11 133 further <br />allows creation of "agency shops" in government offices, meaning <br />that all employees of an office could be required to pay union <br />dues if a majority of office employees vote for union represent- <br />ation. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CZTY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That this Council strongly urges the members of <br />the 0 lo Senate to consider the harmful effects of passage of S.B. <br />133 on the rights and finances of general purpose local governments <br />and their constituents. <br />SECTION 2: That the requirement for compulsory binding <br />arbitration be removed from the bill, as clearly not serving the <br />best interests of general purpose local governments. <br />SECTION 3: That the Clerk of Council be and she is hereby <br />directed to orward a copy of this Resolution to the Members of <br />the Ohio Senate Commerce and Labor Committee as follows: Senators <br />Thomas E. Carney, Alan J. Zaleski, William F. Bowen, Eugene <br />Branstool, M. Morris Jackson, Richard H. Finan, M. Ben Gaeth, <br />Paul E. Pfiefer, Richard C. Pfeiffer, Jr., and District 24 Senator <br />Gary C. Suhadolnik. <br />SECTION 4: That this Resolution is hereby declared to be an <br />emergency measure immediately necessary for the preservation of the <br />public health, safety and welfare, and for the further reason that <br />action on this bill may occur within the next few days, and further
