CG l <br />AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH THE CONSULTING FIRM OF DALTON-DALTON-NEWPORT <br />FOR THE PREPARATION OF CONSTRUCTION PLANS, SPECIFICATIONS <br />AND ESTIMATES OF COST AS RECOMh1ENDED IPd THE SEWER SYSTEM <br />EVALUATION SURVEY REPORT FOR THE NORTH OLMSTED AND OLMSTED <br />TOWNSHIP PORTIONS OF THE NORTH OLMSTED FACILITY PLAN AREA, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted has encountered numerous <br />problems regarding inflow and infiltration with respect to sanitar.y <br />sewer lines, and <br />WHEREAS, the City has determined through a Sewer System Evaluation <br />Survey the location and probable cause where the collection system is <br />subject to excessive infiltration and inflow in the North Olmsted <br />Facility Planning Area, and <br />WHEREAS, it is the desire of this Council to apply for federal <br />aid through the U.S. Environmental Protection Agency to improve the <br />sanitary sewer system, and <br />WHEREAS, it is necessary for the City to prepare improvement <br />plans, specifications and estimates of cost in accordance with the <br />recommendations in the Sewer System Evaluation Survey Report which <br />must be prepared by an engineering firm, and <br />WHEREAS, it is the desire of the Council and the Administration <br />to hire the services of Dalton-Dalton-Newport to prepare said sewer <br />design at a cost not to exceed Twenty Thousand Dollars ($20,000.00), <br />of which seventy-five percent (75%) may be credited through a grant <br />from the U.S. Environmental Protection Aqency, and Twa Thousand Two <br />Htandred Dollars ($2,200.00) from thp Qaard of Gounty Commissioners. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to <br />enter into an agreement with the firm of Dalton-Dalton-Newport for <br />the preparation of plans, specifications and estimates of cost as <br />recommended in the Sewer System Evaluation Survey Report, plus <br />amendments to the Facility Plan Step 3 Grant Application, a copy of <br />which agreement is attached hereto and made a part hereof and marked <br />Exhibit "A". <br />SECTION 2: That this ordinance is hereby declared to be an <br />emergency measure necessary for the preservation of the public health, <br />safety and welfare, and for the further reason that it is immediately <br />necessary in order to expedite the filing of the application for federal <br />grants, and further provided it receives the affirmative vote of two- <br />thirds of all members elected to Council, it shall take effect and be <br />in force immediately upon its passaqe and approval by the Mayor. <br />PASSED: <br />ATTEST: v <br />6 • C.' ?l? <br />Florence E.
