DIRECTOR OF BUDGET AND MANAGEMENT. <br />The Director of••Budget and Management shall have charge of <br />the Department of Budget and Aianagement. He shall not hold any <br />other elective or appointive office or other full-time employment <br />public or private. The Director of said department shall be <br />responsible for three basic areas of management: . <br />A. Income Tax Administration. <br />It shall be the duty of the Director to receive the tax <br />imposed under any income tax ordinance adopted by the City. <br />Said Director shall also be responsible for enforcing the payment <br />of all taxes owing to the City and keep accurate records thereof. <br />With respect to the function of income tax administrator the <br />Director shall perform such other duties consistent with his <br />office and which may be required by this-Charter, by ordinance <br />of Council, or as direeted by the Mayor. <br />B. Purchasing. <br />The Director as Purchasing Agent shall make all purchases <br />of material, equipment or supplies for the municipality authorized <br />by the City Council. He shall be responsible for making all such <br />purchases at the most feasible price for the City and shall see <br />to it that the material, equipment or supplies delivered are <br />correct in number, amount and comply with the standards and specific- <br />cations described by the proper administrative office as agreed <br />to at the time of purchase. The Director as Purchasing Agent <br />shall,subject to Charter provisions,relating to public bidding, <br />establish sets of standards and specifications to control all <br />purchases by the City. He shall prepare and recommend to Council <br />such standards as to quality, size and variety of articles, equipment <br />and supplies used by the Offices and Departments of the municipal <br />government. He shall make possible uniform purchasing for all <br />City Departments and Offices when consistent with efficiency. <br />C. Budget. <br />The Director shall plan, prepare and execute the annual <br />City operating budget. He shall direct the execution of the <br />budget to maintain the programs, appropriations, and limitations <br />established by the Mayor and enacted by Council. He shall work <br />closely with all department heads on matters involving budgetary <br />problems. The Director shall also evaluate and recommend apProval <br />or disapproval of budget adjustment requests requiring Council <br />action, and he shall also perform such other duties consistent <br />with hiS office as may be requirea by Ordinance of Council or <br />directed by the Diayor. <br />SECTION 2: That if such amendment is approved by a <br />majority of t-Fie electors voting thereon at such election, it <br />shall become effective from and after the time of its approval <br />by the electors. <br />SECTION 3: That the Clerk of Council is hereby authorized <br />and directe to cause a copy of the proposed Charter amendment <br />to be published in such manner as may be authorized by law. <br />SECTION 4: That the Clerk of this Council be and she is <br />hereby autTiorized and directed to forward a certified copy of <br />this Ordinance to the Board of Elections of Cuyahoga County.
