SARINGER <br />RESOLUTION URGIIVG PASSAGE OF SEidATE BILL <br />N0. 27 WHICH PROVIDES FOR EXCLUDITdG FROM <br />THE RATE PROCESS COSTS FOR THE <br />COVSTRUCTION OF NEW POWER PLANTS PRIOR TO <br />THEIR COMPLETION AND OR THE.IR ABILIT,Y TO <br />PROVIDE SERVICE TO CONSUMERS, AND DFCLARl'NTr-, AM C'Y, <br />WHEREAS, at the present time utility corapanies are permitted <br />to charge consumers for construction work in progress (CWIP) for <br />new power plants even though the power plants are not complete <br />and have no ability to provide service to the consumer; and <br />WHEREAS, approximately two-thirds of the rate increase <br />granted to Cleveland Electric Illuminating Company in 1983 was <br />for CWIP dealing with the Perry Power Plant which did not produce <br />any power for the ultimate consumer in the year 1983 or will it <br />provide any power until May 1984; and <br />WHEREAS, the passage of Senate Bill No. 27 would eliminate <br />the CWIP charge, thus lowering the consumers electric bills and <br />passing on the cost oi speculation to the owners of the stock of <br />the power companies. <br />NOW TIiEREFORE, BE IT RESOLVED BY THE COUNCIL IN THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTI0N l: That this Council does hereby urge the Senate to <br />adopt Senate Bill No. 27 so as to eliminate the CtidIP factor in <br />determining consurner rates. <br />SECTION 2: That the Clerk of Council is hereby directed to <br />forward a copy of this Resolution to State Senator Gary <br />Suhadolnik, State Representative James M. Petro and the i'ublic <br />Utilities Commission. <br />SECTION 3: This matter is hereby delared to be an emergency <br />rneasure immediately necessary for the preservation of the public <br />health, welfare and safety and for the further reason that Senate <br />Bill No. 27 is currently pending before the State Legislature and <br />hearings in connection therewith will be held in the near future, <br />and further provided that it receives the affirmative vote of <br />two-thirds of all members elected to Council, it shall take <br />effect and be in force immediately upon its passage and approval <br />by the Mayor. <br />PASSED:??,c? e?.0? l9dy <br />ATTEST: <br />Florence Canpbell Clerk ames D.
