<br />(54) "Person", for the purposes of this ordinance, shall mean any
<br />and all persons, natural or artificial, including any indi-
<br />vidual, firm, company, municipal or private corporation,
<br />partnership, copartnership, joint stock company, trust, asso-
<br />ciation, institution, enterprise, governmental agency, the
<br />State of Ohio, the United States of America, or other legal
<br />entity, or their representatives, agents, or assigns. The
<br />masculine gender shall include the feminine, the singular
<br />shall include the plural where indicated by the context.
<br />(55) "pH" notation means the logarith, base ten, of the reciprocal
<br />of the hydrogen-ion concentration expressed in moles per
<br />liter. It shall be determined by one of the procedures out-
<br />lined in Standard Methocis, as defined in Section 911.03(82).
<br />(56) "Pollutant" means the dredged spoil, solid waste, incineratoz
<br />residue, wastewater, garbage, wastewater sludge, munition,
<br />wrecked or discarded equipment, rock, sand, cellar dirt, and
<br />industrial, municipal, commercial, domestic, and agricultural
<br />waste discharged into water.
<br />(57) "Pollution" is an alteration of the quality of the waters of
<br />the State by waste to a degree which unreasonably affects
<br />such waters for beneficial uses or facilities which serve
<br />such beneficial uses. Pollution is the man-made or man-
<br />induced alteration of the chemical, physical, biological, and
<br />radiological integrity of water.
<br />(58) "Premises" means any piece of real estate having one or more
<br />sewers which may be connected either individually or through
<br />a common sewer and directly or indirectly to the wastewater
<br />disposal system.
<br />(59) "Pretreatment" is the process of reducing the amount of pol-
<br />lutants, eliminating pollutants, or altering the nature of
<br />pollutant properties in wastewater introducing such pol-
<br />lutants into the City's wastewater disposal system. The
<br />reduction, elimination, or alteration may be obtained by phy-
<br />sical, chemical, or biological processes, process changes or
<br />other means, except as prohibited by this Ordinance.
<br />(60) "Pretreatment requirements" are any substantive or procedural
<br />requirements related to pretreatment, other than a National
<br />Pretreatment Standard imposed on an industrial user.
<br />(61) "Properly shredded garbage" means the wastes from the prepa-
<br />ration, cooking, and dispensing of food that have been shred-
<br />dec3 to such a degree that all particles will be carried
<br />freely, under the conc3itions normally prevailing in municipal
<br />sewers, with no particle greater than 1/2 inch in any
<br />dimension.
