' CITY OF NORT?H OLMSTED <br />ORDINANCE N 84-82 ? <br />- 3 - <br />service requirements on certain obligations initiallq <br />incurred on or after January 1, 1976 and prior to January l, <br />1987 to pay costs of improving the municipal sanitary <br />sewerage system, including (i) unvoted general obligation <br />bonds and bond anticipation notes issued during that period <br />for that purpose or issued thereafter to reimburse the City <br />for expenditures made during that period for that purpose, <br />(ii) unvoted general obligation bonds and bond anticipation <br />notes issued to renew or refund the bonds and notes described <br />in clause (i) and (iii) loans from the Ohio Water Development <br />Authority contracted for for that purpose during that period <br />or to provide funds to retire bonds or notes described in <br />clause (i) or (ii). <br />• • YES <br />• . NO <br />SECTION 4. That the Clerk of Council is hereby authorized and <br />directed promptly to forward a certified copy of this ordinance to the Board <br />of Elections of Cuyahoga County. <br />SECTION 5. That the Board of Elections of Cuyahoga County shall <br />cause to be duly given an appropriate notice of the election to be held on <br />November 6, 1984, on the foregoing amendment to the Charter of this City and <br />otherwise provide for such election in the manner provided by the general laws <br />of the State of Ohio. <br />SECTION 6. That the Clerk of Council is hereby authorized and <br />directed to cause the full text of such proposed Charter amendment to be <br />published once a week for two consecutive weeks in a newspaper of general <br />circulation in the City of North Olmsted, with the first publication to be <br />made at least fifteen days prior to the election to be held on November 6, <br />1984, as provided in Article XVIII, Section 9 of the Ohio Constitution and in <br />Section 731.211 of the Ohio Revised Code. <br />SECTION 7. That there is hereby appropriated from the general fund a <br />sufficient swn of money to pay the costs of carrying out the authorizations <br />and directions of this ordinance. <br />SECTION 8. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this ordinance were <br />adopted in an open meeting of this Council, and that all deliberations of this <br />Council and of any of its committees that resulted in such formal action, were <br />in meetings open to the public, in compliance with all legal requirements <br />including Section 121.22 of the Ohio Revised Code. <br />SECTION 9. That this ordinance shall be and the same hereby is <br />declared to be an emergency measure necessary for the immediate preservation <br />of the public peace, health, safety and welfare of this City for the reason <br />that it is necessary that provision be made for said election at the earliest <br />possible moment so that the electors of this City will have the opportunity to
