' CITY OF NORT?H OLMSTED ORDINANCE N 84-82 ? - 3 - service requirements on certain obligations initiallq incurred on or after January 1, 1976 and prior to January l, 1987 to pay costs of improving the municipal sanitary sewerage system, including (i) unvoted general obligation bonds and bond anticipation notes issued during that period for that purpose or issued thereafter to reimburse the City for expenditures made during that period for that purpose, (ii) unvoted general obligation bonds and bond anticipation notes issued to renew or refund the bonds and notes described in clause (i) and (iii) loans from the Ohio Water Development Authority contracted for for that purpose during that period or to provide funds to retire bonds or notes described in clause (i) or (ii). • • YES • . NO SECTION 4. That the Clerk of Council is hereby authorized and directed promptly to forward a certified copy of this ordinance to the Board of Elections of Cuyahoga County. SECTION 5. That the Board of Elections of Cuyahoga County shall cause to be duly given an appropriate notice of the election to be held on November 6, 1984, on the foregoing amendment to the Charter of this City and otherwise provide for such election in the manner provided by the general laws of the State of Ohio. SECTION 6. That the Clerk of Council is hereby authorized and directed to cause the full text of such proposed Charter amendment to be published once a week for two consecutive weeks in a newspaper of general circulation in the City of North Olmsted, with the first publication to be made at least fifteen days prior to the election to be held on November 6, 1984, as provided in Article XVIII, Section 9 of the Ohio Constitution and in Section 731.211 of the Ohio Revised Code. SECTION 7. That there is hereby appropriated from the general fund a sufficient swn of money to pay the costs of carrying out the authorizations and directions of this ordinance. SECTION 8. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all deliberations of this Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. SECTION 9. That this ordinance shall be and the same hereby is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety and welfare of this City for the reason that it is necessary that provision be made for said election at the earliest possible moment so that the electors of this City will have the opportunity to
