BIERMAN <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0, 84- 85 <br />AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER <br />INTO A COOPERATION AGREEMENT WITH THE CUYAHOGA <br />COUNTY BOARD OF COMMISSIONERS FOR THE <br />UTILIZATION OF FUNDS MADE AVAILABLE BY THE <br />HOUSING AND COMMUNITY DEVELOPMENT ACTS OF <br />1974, 1977 AND 1980, AS AMENDED, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, the Housing and Community Development Acts of <br />1974, 1977 and 1980, as amended, provide an entitlement of funds <br />for community development purposes for urban counties; and <br />WHEREAS, Cuyahoga County may be designated as an Urban <br />County provided that it secures Cooperation Agreements with <br />various political subdivisions in Cuyahoga County; and <br />WHEREAS, the Mayor and Council of the City of North Olmsted <br />desire the use of "Urban County Entitlement Funds" for needed <br />public improvements in Cuyahoga County and its municipalities; <br />and <br />WHEREAS, the County shall prepare an Application for FY '85, <br />'86, and '87 Urban County Entitlement Funds pursuant to the <br />aforementioned Acts for the FY '85, '86 and '87 Program Years; <br />and <br />WHEREAS, no less than forty percent (40%) of the total Urban <br />County Entitlement Funds for Cuyahoga County will be expended by <br />the Cuyahoga County Board of Commissioners on behalf of the <br />participating political subdivisions to finance eligible <br />community development activities, programs, and projects in said <br />participating political subdivisions; and <br />WHEREAS, the City of North Olmsted may appoint one (1) <br />member to an urban County Coordinating Committee and one (1) <br />member of the Urban County Citizen's Advisory Council whose duty <br />it shall be to assist the Cuyahoga County Board of Commissioners <br />in the review of all applications, plans, programs and projects <br />for which Urban County Entitlement Funds may be used. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to <br />enter into a Cooperation Agreement with the Cuyahoga County Board <br />of Commissioners for the period from the first day of the eleven <br />program year through and including the last day of the thirteenth <br />program year as decribed by the Application for FY '87 funds. <br />Said Agreement shall authorize the County to execute essential <br />Community Development and Housing Assistance applications, plans, <br />programs and projects eligible under the Housing and Community <br />Development Acts of 1974, 1977 and 1980, as amended. A copy of <br />said Agreement is attached hereto as Exhibit "A".
