"r U <br />AN ORDINANCE PROVIDING FOR THE SUBNISSION TO THE <br />ELECTORS OF THE CITY OF NORTH OLMSTED OF A PROPOSED <br />CHARTER AMENDMENT RELATING TO THE ABILITY OF THE MAYOR <br />TO REMOVE DIRECTORS OF THE VARIOUS DEPARTMENTS WITHOUT <br />CONCURRENCE OF COUNCIL, AS RECOMMENDED BY THE CHARTER <br />REVIEW CONINIISSION, AND DECLARING AN EMERGENCY, <br />WHEREAS, the Charter Review Commission of the City of North Olmsted, <br />appointed pursuant to Article XIV of the Charter of the City of North <br />Olmsted, has filed its report of recommended :WWT1dMents? to the Charter <br />with this Council. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO, TWO-THIRDS OF ALL MEMBERS <br />CONCURRING: <br />SECTION 1: That this Council hereby authorizes and directs the <br />submission to the electors of the City of North Olmsted at the General <br />Election to be held at the usual places of voting in said City on Tuesday, <br />November 5, 1985, the following separate proposal to amend the Charter of <br />the City of North Olmsted: <br />Proposal: That Section 5 of Article III of the Charter be amended to <br />permit the Mayor to remove all Department heads without concurrence of <br />Council, such amended Section 5 of Article III to read as follows: <br />ARTICLE III <br />THE MAYOR <br />SEC. 5. DUTIES AND POWERS OF THE MAYOR <br />(a) Executive Powers. The'- Mayor shall be the chief executive <br />officer of the City. He shall supervise the administration of the City's <br />affairs and shall exercise control over all departments and d ivisions. He <br />shall be the chief conservator of the peace within the City and shall cause <br />all laws and ordinances to be enforced. He shall be responsible for the <br />preparation and submission of the annual estimate of receipts and <br />expenditures, and of appropriation measures, and shall at all times keep <br />the Council fully advised as to the financial condition and needs of the <br />City. He shall cause all terms and conditions imposed in favor of the City <br />or its inhabitants in any franchise or contract to which the City is a <br />party to be faithfully kept and performed. <br />Except as may otherwise be provided by this Charter, or laws of the <br />State of Ohio governing Civil Service, the Mayor shall have the power to <br />appoint, promote, transfer, reduce or remove any officer or employee of the <br />City except (a) those required by this Charter to be elected, and (b) those <br />whose terms of office may be fixed by this Charter. <br />The Mayor shall execute on behalf of the City, all contracts,
