The duplicate bond shall be executed by the signatures <br />of the current Mayor and the current Director of Finance of the City with the <br />coupons bearing the signature of the current Director of Finance of the City. <br />Section 2. The duplicate bond and coupons shall express clearly upon <br />their faces that they are, respectively, a duplicate bond and duplicate <br />coupons, and that they are issued pursuant to this ordinance. The bond and <br />coupons shall be dated March 1, 1972, but as of May 1, 1985. <br />Section 3. It is hereby determined that all acts, conditions and <br />things required to be done pursuant to and in the issuance of said duplicate <br />bond in order to make the duplicate bond and coupons legal, valid and binding <br />obligations of the City, have happened, been done and performed in regular and <br />due form as required by law; and the Director of Finance is hereby directed to <br />have said duplicate bond and coupons prepared and to deliver said duplicate <br />bond and coupons to Morgan Guaranty Trust Company of New York on behalf of <br />Betty Mattlin, the registered owner of the Bond. <br />Section 4. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this ordinance were <br />adopted in an open meeting of this Council and that all deliberations of this <br />Council and of any of its committees that resulted in such formal action were <br />in meetings open to the public in compliance with all legal requirements <br />including Section 121.22 of the Ohio Revised Code. <br />Section 5. This ordinance is declared to be an emergency measure <br />necessary for the immediate preservation of the public peace, health, safety <br />and welfare of the City, and for the further reason that the immediate <br />effectiveness of this ordinance is required in order to effect the immediate <br />issuance of the duplicate bond and coupons, which is necessary to enable the <br />City to preserve its credit; wherefore, this ordinance shall be in full force <br />and effect immediately upon its passage and approval by the Mayor. <br />Passed: 1985 <br />? <br />At t e s t: <br />Clerk of Council resident of Council <br />-------?. <br />1985 <br />• "? <br />i_ <br />'?,..,.?-+-N.? • <br />First reading: 3. /9f e <br />Second reading: --' ? <br />Third reading:
