Soehmer, President, and the members of <br />The North Olmsted City Council <br />5200 Dover Center Road <br />North Olmsted, Ohio 44070 <br />SUBJECT: Veto of Ordirrance No. 85-51 <br />Dear Council President Boehmer and Members of Council: <br />By virtue of this communication, I am vetoing Ordinance No. 85- <br />51, for the following reasons: <br />l. The ordinance would create a fund similar to the newly-estab- <br />lished °Lorain Road East Fund," which is utilized for times when <br />notes are issued for road repair. <br />2. Funding for the "Infrastructure Fund" would include revenue <br />from Rocky River Municipal Court, which is more closely associa- <br />ted with Safety Department functions than those of Service. <br />3. The creation of an "Infrastructure Fund° unnecessari;ly re- <br />stricts both the administration and Council, by eli:minating the <br />options which both must have, to appropriate money for capital <br />projects on an annual 6asis, <br />4. The "Infrastructure Fund," as established in Qrdinance Np, <br />85-51, would not contain sufficient funds to cover the expendi- <br />tures which are outl,ined, i,e., repair and reconstruction of <br />roadways, sidewalks, and storm sewers., <br />Through the dialog and exchanges: of ideas which_ cvrrently takes <br />place between the administration and City Council, th_e deci:sions as <br />to priorities in infrastructure'repair are mast effectively made, <br />Ordinance No. 85-51 would be counterproductive to a system of ineet- <br />ing the city's needs which has been working well. <br />tl- ? ?
