Provided further that the appropriations for contingen- <br />cies can only be expended upon approval of two-thirds vote of Council for <br />items of expense constituting a legal obligation against the City and for <br />purposes other than those covered by the other specific appropriations <br />herein made. <br />SECTION 4: That this Ordinance shall take effect and be in <br />force at the earliest date permitted by Article IV, Section 12, of the <br />Charter of the City of North Olmsted. <br />PASSED:)00 <br />ATTEST: <br />F ORENCE E.
