1? <br />CITY OF NORTH OLMSTED <br />RESOLUTION N0. 86-94 <br />BY: DEAN MCRAY <br />? kt-V <br />A RESOLUTION CALLING ON GOVERNOR RICHARD F. CELESTE TO <br />TAKE ALL NECESSARY STEPS TO PERMANENTLY CLOSE THE PERRY <br />NUCLEAR POWER PLAN AND THE DAVIS-BESSE NUCLEAR POWER <br />PLANT. <br />5 <br />WHEREAS, the Chernobyl explosion and fire demonstrated to the world the <br />devastating effects of a nuclear power plant accident, including reports of <br />6,300 expected deaths, permanent relocation of people within a 50 mile <br />radius and widespread contamination of food and water, causing more than <br />20,000 cancer deaths. <br />WHEREAS, the NRC states that there is a forty five (45) percent chance <br />of a meltdown in the U.S. within the next twenty (20) pears and predicts <br />that approximately 5,000 deaths and 166,000 injuries up to 70 miles will be <br />the result of such an accident. <br />WHEREAS, the Perry plant suffered structural damage from the January <br />31, 1986 earthquake and experienced two uncontrolled fires within the first <br />few weeks of low power operation and the Davis-Besse plant has had two near <br />meltdowns and has one of the worst safety records according to the NRC. <br />WHEREAS, in the event of an accident at Perry or Davis-Besse, thousands <br />of Ohioans will be forced to leave their homes forever, creating a class of <br />diplaced persons, who, by law (Price-Anderson), are denied compensation for <br />their losses and who will therfore be in need of support from the State <br />and/or local governments. <br />WHEREAS, cost overruns of billions of dollars will be passed on to CEI <br />business and residential customers in the form of 30-60% rate increases, <br />once these plants are operating, yet the electricity generated is not <br />needed and will likely have to be sold out-of-state. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, CUYAHOGA COUNTY, STATE OF OhiO: <br />SECTION l: That this Council of the City of North Olmsted does hereby <br />call on Governor Richard F. Celeste to take all necessary steps to <br />permanently close the Perry nuclear power plan and the Davis-Besse power <br />plant thereby assuring the residents of North Olmsted their natural, <br />inherent, and inalienable rights to happiness and safety and the protection <br />of property guaranteed in Article 8, Section 1, Bill of Rights, Ohio State <br />Constitution. <br />1
