It is <br />hereby determined that all formal actions of this Issuinq <br />Authority relating to the adoption of this Bond Leqislation <br />were taken in an open meeting of this Issuing Authority, and <br />that all deliberations of this Issuing Authority and of its <br />committees, if any, which resulted in formal action, were in <br />meetings open to tne public, in full compliance with applicable <br />legal requirements, includinq Section 121.22, Ohio Revised Code. <br />Section 14. Eftective Date. This Bond Legislation is <br />hereby declared to be an emerqency measure necessary for the <br />immediate preservation of the public peace, health, safety or <br />welfare of the City, and for the further reason that this Bond <br />Legislation must be immediately effective to enable the <br />Borrowers to finance the acquisition, construction installation <br />and equipping of the Project in the City and thus alleviate <br />unemployment ana proviae additional tax revenues to the City; <br />wheretore, this Bond Leqislation shall take eftect and be in <br />torce immediately upon its adoption. <br />Adopted: July ? 1986. <br />Attest: <br />Florence E.
