Provided further that the appropriations for <br />contingencies can only be expended upon approval of two-thirds vote of Council <br />for items of expense constituting a legal obligation against the City and for <br />purposes other than those covered by the other specific appropriations herein made. <br />SECTION 7: That this Ordinance shall take effect and be in force at <br />the earliest date permitted by Article IV, Section 12, of the Charter of the City <br />of North Olmsted. <br />PASSED: ? <br />ATTEST• <br />?- <br />FLORENCE E.
