Yvonne Petrigac <br />A RESOLUTION URGING THE OHIO ENVIRONMENTAL <br />PROTECTION AGENCY TO EXTEND THE DEADLINE FOR <br />RECEIVING COMMENTS FOR THE ROCKY RIVER <br />COMPREHENSIVE WATER QUALITY REPORT, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the Ohio Environmental Protection Agency has completed <br />the draft report entitled "Rocky River Comprehensive Water Quality <br />Report" which deals with the effect of wastewater treatment plant <br />discharges on the Rocky River drainage basin, and <br />WHEREAS, the Ohio Environmental Protection Agency has forwarded <br />an Executive Summary of the Rocky River Comprehensive Water Quality <br />Report to the City of North Olmsted for review and comment, and <br />WHEREAS, the City of North Olmsted has been involved in upgrading <br />its municipally-owned Treatment Plant in various stages since the <br />early 1970's, and <br />WHEREAS, the City of North Olmsted is presently completing a <br />$12,500,000 improvement of the treatment process in order to meet <br />water quality standards, and <br />WHEREAS, the City of North Olmsted has completed a preliminary <br />review of the Executive Summary of the proposed Rocky River Compre- <br />hensive Water Quality Report, and the City wishes to further inves- <br />tigate some basic questions regarding the models used and assumptions <br />made in the report. <br />NOW, TAEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council feels that certain questions have <br />been raised during the preliminary review of the proposed Water Quality <br />Report to warrant further detailed investigation. <br />SECTION 2: That this Council urges the Ohio Environmental <br />Protection Agency to extend the present deadline for receiving comments <br />for ninety (90) days in order to allow further investigation and analysis <br />of parameters used in the report, and to postpone acceptance of the <br />Water Quality Report until such investigation can be completed.
