Any application not timely filed need not be <br />given consideration. <br />Section 2: All timely applications will be reviewed by the <br />City and the job shall be awarded within five (5) working days to <br />the most senior applicant in the next lower classification in the <br />Family of Jobs who has the experience, skill and ability to <br />competently perform the work in question. If two or more <br />employees have substantially equal skill, ability and experience, <br />then seniority shall govern. If no employee who applies has the <br />necessary skill or ability, the City shall have the authority to <br />hire outside the bargaining unit. <br />Section ,3: The Family of Jobs for promotion purposes is as <br />follows: <br />Service Department Laborer "C" promotes to Laborer <br />"B" or Senior Building Mainten- <br />ance, and Laborer "B" promotes <br />to Laborer "A". <br />Building Maintenance promotes to <br />Senior Building Maintenance or to <br />Laborer "A". <br />Mechanic promotes to Lead <br />Mechanic. <br />Laborer "C" promotes to Mechanic <br />helper, Building Maintenance or <br />Laborer "B". <br />Mechanic helper promotes to <br />Mechanic or Laborer "B". <br />28 <br />
