,-- _ must be effective at once to provide funds in order to adequately carry out necessary municipal functions and to meet increasing operating costs and other financial obligations of the City; wherefore, this ordinance shall be in full force and effect immediately upon its passage and approval by the Mayor. It is the desire of this Council that the ballots pre- sented to the electors of the city of North Olmsted shall be in substantially the following form: PROPOSED INCREASE IN MUNICIPAL INCOME TAX RATE A majority affirmative vote is necessary for passage. Shall the ordinance (Ordinance No. 87-79) providing for a one and one-half percent (1-1/2x) levy on income, which constitutes an increase of one-half percent in the existing income tax, effective January 1, 1988, for the purpose of providing funds for general municipal functions, main- tenance, new equipment, extension, enlargement and improve- ment of municipal services and facilities, storm drainage system and street system rehabilitation, reconstruction and improvements and permanent improvements of the City of North Olmsted, including the payment of principal of and interest and any premium on general obligation bonds and bond anticipation notes, be passed? FOR THE INCOME TAX AGAINST THE INCOME TAX Section 4. The Clerk of Council be and hereby is directed to file a certified copy of this resolution with the Board of Elections no later than August 20, 1987. Section 5. It is found and determined that all formal actions of this Council concerning and relating to the adoption of this resolution were taken in an open meeting of this Council, and that all deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with the law. - S -
