It is the desire of this Council that the ballots pre- <br />sented to the electors of the City of North Olmsted shall be in substantially <br />the following form: <br />PROPOSED INCREASE IN MUNICIPAL INCOME TAX RATE <br />A majority affirmative vote is necessary for passage. <br />Shall the ordinance (Ordinance No. 87- ) providing for <br />a one and three-fourths percent (1-3/4X levy on income, <br />which constitutes an increase of three-fourths percent in <br />the existing income tax, effective January 1, 1988, for the <br />purpose of providing funds for general municipal functions, <br />maintenance, new equipment, extension, enlargement and <br />improvement of municipal services and facilities and capi- <br />tal improvements, including the payment of debt service <br />charges on bonds and notes issued for such purposes, of the <br />city of North Olmsted, be passed? <br />FOR THE INCOME TAX <br />AGAINST THE INCOME TAX <br />Section 4. The Clerk of Council be and hereby is directed to file a <br />certified copy of this resolution with the Board of Elections no later than <br />August 20, 1987. <br />Section S. It is found and determined that all formal actions of <br />this Council concerning and relating to the adoption of this resolution were <br />taken in an open meeting of this Council, and that all deliberations of this <br />Council and of any of its committees that resulted in such formal action were <br />in meetings open to the public in compliance with the law. <br />Section 6. This resolution is hereby declared to be an emergency <br />measure necessary for the immediate preservation of the public peace, health, <br />safety and welfare of the City and for the further reason that this resolution <br />must be effective at once in order to place this question on the ballot at the <br />- 5 - <br />
