It is the desire of this Council that the ballots pre- sented to the electors of the City of North Olmsted shall be in substantially the following form: PROPOSED INCREASE IN MUNICIPAL INCOME TAX RATE A majority affirmative vote is necessary for passage. Shall the ordinance (Ordinance No. 87- ) providing for a one and three-fourths percent (1-3/4X levy on income, which constitutes an increase of three-fourths percent in the existing income tax, effective January 1, 1988, for the purpose of providing funds for general municipal functions, maintenance, new equipment, extension, enlargement and improvement of municipal services and facilities and capi- tal improvements, including the payment of debt service charges on bonds and notes issued for such purposes, of the city of North Olmsted, be passed? FOR THE INCOME TAX AGAINST THE INCOME TAX Section 4. The Clerk of Council be and hereby is directed to file a certified copy of this resolution with the Board of Elections no later than August 20, 1987. Section S. It is found and determined that all formal actions of this Council concerning and relating to the adoption of this resolution were taken in an open meeting of this Council, and that all deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with the law. Section 6. This resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety and welfare of the City and for the further reason that this resolution must be effective at once in order to place this question on the ballot at the - 5 -
