4 CITY OF NORTH OLMSTED ORDINANCE N0. 87 - 11 BY: MR. O'GRADY AN ORDINANCE AMENDING THE TRAFFIC CONTROL FILE OF THE CITY OF NORTH OLMSTED TO PROVIDE .FOR A "NO RIGHT TURN ON RED" SIGN AT THE INTERSECTION OF BROOKPARK ROAD AND CLAGUE ROAD, THEREBY .CONTROLLING TRAFFIC TRAVELING IN A WESTERLY DIRECTION, MAKING RIGHT TURNS ONTO CLAGUE ROAD, AND DECLARING AN EMERGENCY. WHEREAS, the Brookpark Road Bridge .detour is now in effect and this Council has been advised that there is a great deal. of congestion at the intersection of Clague Road and the eastbound I-480 entrance ramp and that the condition of Clague Road to the north is intensified because traffic is permitted to turn right on red from Brookpark Road, thereby creating a steady stream of traffic and thus prohibiting safe access to the eastbound I-480 ramp from Clague Road and safe ingress and egress from residential property on Clague Road; and WHEREAS, this Council wishes to control the dangerous conditions that exist by eliminating right turn on red at said intersection; and WHEREAS, Chapter 305 of the Traff is Code provides for the maintenance of a Traffic Control File, which file may be amended by Ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That the Police Department be and they are hereby authorized and directed to amend the Traffic Control File of the City of North Olmsted to indicate thereon a "no right turn on red" sign on the northeast corner of the Brookpark Road/Clague Road intersection. SECTION 2: That the P4ayor be and is hereby authorized and directed to cause a no turn on red sign, said sign as specified herein, to be placed in the appropriate places as designated in .this Ordinance. SECTION 3: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety, and welfare and for the further reason that it is immediately necessary to resolve a dangerous traffic condition and further, provided it receives the affirmative vote of two thirds of all members elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
