? <br />- 3 - <br />SECTION 3. It is the desire of the Council that the ballot for said <br />question shall be in the following form: <br />PROPOSED CHARTER AMENDMENT <br />A majority affirmative vote is necessary for passage. <br />Shall Section 8 of Article VIII of the City Charter be <br />amended to authorize the City Council to levy annually, <br />without a vote of the people, an additional tax at a rate <br />not exceeding one and seven-tenths (1.7) mills to provide <br />funds for municipal recreational purposes, including payment <br />of costs of providing permanent improvements and current <br />operating expenses for recreational purposes and annual debt <br />service requirements on certain obligations initially <br />incurred on or prior to December 31, 1989 to pay costs of <br />providing recreational facilities, including (i) unvoted <br />general obligation bonds and bond anticipation notes issued <br />for that purpose on or prior to that date or issued <br />thereafter to reimburse the City for expenditures made for <br />that purpose on or prior to that date, and (ii) unvoted <br />general obligation bonds and bond anticipation notes issued <br />to renew or refund the bonds and notes described in clause <br />(i) and this clause (ii); provided that not more than five- <br />tenths (.5) of one mill of that 1.1 mills may be levied <br />annually for the payment of those current operating <br />expenses. <br />? Yes <br />? No <br />SECTION 4. The Clerk of Council is authorized and directed promptly <br />to forward a certified copy of this ordinance to the Board of Elections of <br />Cuyahoga County. <br />SECTION 5. The Board of Elections of Cuyahoga Countq shall cause to <br />be duly given an appropriate notice of the election to be held on February 7, <br />1989, on the foregoing amendment to the Charter of this City and otherwise <br />provide for such election in the manner provided by the general laws of the <br />State of Ohio. <br />SECTION 6. The Clerk of Council is authorized and directed to cause <br />the full text of such proposed Charter amendment to be published once a week <br />for two consecutive weeks in a newspaper of general circulation in the City <br />of North Olmsted, with the first publication to be made at least fifteen days <br />prior to the election to be held on February 7, 1989, as provided in Article <br />XVIII, Section 9 of the Ohio Constitution and in Secti•on 731.211 of the Ohio <br />Revised Code. <br />SECTION 7. There is hereby appropriated from the general fund a <br />sufficient sum of money to pay the costs of carrying out the authorizations <br />and directions of this ordinance. <br />SECTION 8. It is found and determined that 'all formal actions of <br />this Council concerning and relating to the passage of this ordinance were <br />taken in an open meeting of this Council, and that all deliberations of this <br />Council and of any of its committees that resulted in such formal action, <br />were in meetings open to the public in compliance with the law.
