1126.02 DRAWINGS, ETC. TO ACCOMPANY APPLICATION <br />Application for building permits required under Section 1126.01 shall <br />be accompanied by such drawings, sketches, plans, including landscaping <br />plans, renderings, photographs, material samples, and other items as shall <br />be reasonably required by rule of the Building Official in order to <br />determine the proposal's compliance with the zoning and all other <br />applicable codes of the City. All applications shall further be <br />accompanied by a nonrefundable fee as per the schedule of fees adopted by <br />Council. <br />1126.03 REFERRAL OF APPLICATION TO PLANNING CONMISSION <br />All applications for building permits required by this Chapter shall be <br />reviewed by the Building Official and, if the proposal meets all <br />requirements of the zoning and all other applicable codes of the City, it <br />shall be referred to the Planning Commission for the Commission's review at <br />the Commission's next first monthly meeting following the tenth day after <br />receipt of the application; provided, however, that the Building Official <br />may refer the proposal to a succeeding first monthly meeting if the <br />Commission's agenda for the next first monthly meeting is, in the opinion <br />of the Building Official, too full to accomodate a full and fair review of <br />the proposal. In the event an application contains a proposal which is <br />violative of the zoning or another applicable code of the City, or the <br />application is not accompanied by all drawings and other documents or <br />materials required by Section 1126.02 or by rule of the Building Official, <br />it sha11 be rejected by the Building Official, who shall notify the <br />applicant of the reasons for the rejection; provided, however, that if the <br />application contains a proposal which requests a variance or variances from <br />the applicability of any provision of the Zoning Code of the City, but in <br />all other respects complies with the zoning and all other applicable codes <br />of the City, and is accompanied by all drawings and other documents and <br />materials required by Section 1126.02 and by the rules of the Building <br />Official, it shall be first referred to the Planning Commission for its <br />recommendations on the variance request prior to referral to the Board of <br />Zoning Appeals. <br />1126.04 REVIEW BY PLANNING COMMISSION <br />(a) Scope of Review. All applications for building permits which are <br />properly referred to the Planning Commission shall be reviewed by the <br />Commission for the purpose of making the following determinations only: <br />(1) Whether the proposal will have any significant adverse <br />impact on residential, commercial or other neighbors whose <br />properties abut the property of the applicant; and <br />2
