Whereas, there has been created, on Lorain Road and other streets throughout the City of North Olmsted, a common center lane, and Whereas, there has never been a definition of the use and regulations of said common center lane, and Whereas, the lane is frequently used in a manner that is con- ducive to creating dangerous conditions in its use, and Whereas, it is the desire of this council to restrict and regulate the use of the common center lane. NOW, THEREFORE, be it ordained by the City of North Olmsted, County of Cuyahoga and State of Ohio: 301.071 "COMMON CENTER LANE" "Common Center Lane" means a clearly marked traffic lane, on a laned street or highway, which is between two or more opposite through traffic lanes. 301.072 "TRAFFIC STORAGE" "Traffic Storage means the back-up of vehicles waiting to safely make a turn or change of course due to the prevailing traffic conditions or directions of a traffic control devise. 331.40 "COMMON CENTER LANE USAGE" (A) No person operating a vehicle shall use a common center lane as a through traffic lane. (B) No person operating a vehicle shall use a common center lane as a passing lane. (C) No person operating a vehicle shall enter a common center lane for through travel in excess of 100 feet prior to merging into a through traffic lane or the making of a turn; or in excess of 100 feet prior to the last vehicle in a line of vehicles using a common center lane for traffic storage prior to turning. That the within Ordinance is presented as an emergency measure necessary for the immediate preservation and protection of the public peace, health, safety and general welfare of the inhabitants of the City, and for the further reason that it is immediately necessary
