(B) Be signed by the developer and each owner of each parcel or lot of property to be assessed for the improvements and, to the extent known, by the prospective owners of each such parcel or lot of property; (C) Waive the procedural requirements of Chapter 727 of the Ohio Revised Code and all resolu- tions, ordinances, hearings and notices for the making of such improvements and the levying of special assessments to pay costs thereof; (D) Set forth what portion, if any, of the cost of the improvements the City will assume; (E) State whether the improvements are to be installed all at once or, with the approval of the City Engineer and the Planning Com- mission, whether portions of the improve- ments may be installed as determined by the City Engineer and Planning Commission to be desirable; and (F) Contain such other provisions as counsel for the City may determine to be appropriate for the proper safeguarding of the City's inter- ests. _ If any such petition is accepted by Council, the fact of such acceptance shall be noted on the final plat prior to its recording." Section 9. Sections 1101.02, 1101.03, 1101.04, 1101.05, 1101.06 and 1101.10 of the Codified Ordinances of the City of North Olmsted, Ohio, as established by Ordinance No. 79-139, passed December 2, 1980, as amended by Ordinance No. 83-77, passed July 19, 1983, by Ordinance No. 84-38, passed May 15, 1984, and by Ordinance No. 84-125, passed January 16, 1985, as those Sections have heretofore existed, are hereby repealed. Section 10. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were taken in an open meeting of this Council, and that all deliberations of this Council and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with the law. Section 11. This ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety and welfare of the City and for the further reason that this ordinance must be immediately effective to remove unnecessary restrictions that will adversely affect the proper and effective development of the City of North Olmsted; wherefore, this ordinance shall be in full force and effect immedi- ately upon its passage and approval by the Mayor.
