CITY OF NORTH OLMSTED <br />RESOLUTION 91-129 <br />BY: THE MAYOR AND ENTIRE CITY COUNCIL <br />A RESOLUTION URGING CONGRESSIONAL LEADERS TO APPROVE <br />LEGISLATION AIMED AT RETURNING CABLE REGULATION TO <br />LOCAL GOVERNMENT AND INTRODUCING COMPETITIVE <br />ALTERNATIVES. <br />WHEREAS, the economies of the United States and the <br />City of North Olmsted are becoming increasingly dependent on <br />the provision of services that require efficient <br />distribution and dissemination of information; and <br />Whereas, the National League of Cities, United States <br />Conference of Mayors, the National Association of Counties <br />and the National Conference of Black Mayors are seeking <br />federal legislation that responds to local problems with <br />cable television; and <br />WHEREAS, there are four leading legislative proposals <br />on cable television; two bills that would regulate and two <br />that would introduce cable competition; and <br />WHEREAS, HR 2456 and S 1200 would establish a national <br />mandate to install an advanced telecommunications system <br />nationwide by the year 2015 and introduce telephone cable <br />competition; and <br />WHEREAS, S 12 and HR 1303 would return to local <br />government the right to regulate the "basic" tier of cable <br />programming; and <br />WHEREAS, it is in the public's best interest to enable <br />local municipalities to assist in the regulation of <br />subscriber rates and service standards of cable television, <br />to provide customer service standards and a meaningful <br />franchise renewal process and to allow the additional <br />competition afforded by our local telephone companies. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE <br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That it is the desire of this Council to <br />urge the Congress of the United States to enact legislation <br />designed to move America forward into the Information Age <br />while protecting cable consumers. <br />
