CITY OF NORTH OLMSTED <br />RESOLUTION 91-128 <br />BY: THE MAYOR AND ENTIRE CITY COUNCIL <br />A RESOLUTION EXTENDING THE DEADLINE FOR THE GREAT LAKES <br />WATER QUALITY INITIATIVE. <br />WHEREAS, the purpose of the Great Lakes Water Quality <br />Initiative (GLWQI) is to develop uniform minimum quality <br />criteria and standards for the Great Lakes region; and <br />WHEREAS, the GLWQI had been working at a pace that <br />allowed full consideration of the issues until the Great <br />Lakes Critical Programs Act of 1990; and <br />WHEREAS, the Critical Programs Act imposed unrealistic <br />deadlines including publication of a draft guidance by the <br />fall of 1991; and <br />WHEREAS, the guidance, as presently drafted, will <br />cause enormous disruption and expense to National Pollution <br />Discharge Elimination System permit holders in the Great <br />lakes region, in many cases with little or no environmental <br />benefit; and <br />WHEREAS, Ohio communities' goal should be to slow down <br />the rulemaking process to ensure the guidance receives <br />proper review by the scientific and regulated communities <br />before a draft is published in the Federal Register. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE <br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That it is the desire of this Council to <br />support the effort to gain more time for the Great Lakes <br />Water Quality Initiative to make certain that the mandatory <br />guidance to be published is based upon sound scientific <br />principles. <br />SECTION 2: That this Resolution shall take effect and <br />be in force from and after the earliest period allowed by <br />law. <br />
