CITY OF NORTH OLMSTED RESOLUTION N0. 91-113 BY: MAYOR BOYLE AND CITY COUNCIL A RESOLUTION URGING CONGRESS TO PASS LEGISLATION ALLOWING MUNICIPALITIES TO RE-REGULATE CABLE TELEVISION. WHEREAS, the Mayor and City Council of the City of North Olmsted have received numerous complaints from the citizens of North Olmsted concerning escalating cable TV rates, lack of programming guides, poor programming selection, poor service and inflexibility of North Olmsted's cable TV operator; and WHEREAS, the Mayor and City Council believe that the only method to reduce cable TV rates and improve service is through Federal legislation allowing re- regulation of both rates and service by municipalities; and ~vHEREAS, the Mayor and City Council are aware that the Federal Communications Commission is taking steps in very limited circumstances to allow re-regulation of prices charged by cable systems which provide service to approximately 35% of the nation's cable television subscribers, primarily in rural areas; and WHEREAS, the rlayor and City Council are aware of a variety of legislation which has been introduced before Congress which would allow rmunicipalities to re-regulate cable system rates; and WHEREAS, this Mayor and City Council request Congress to enact legislation allowing the local re-regulation of cable fees. NOW, THEREFORE, be it resolved by the Council of the City of North Olmsted, County of Cuyahoga, State of Ohio: Section l: That this Council, on behalf of the administration and the citizens of the City of North Olmsted, hereby urges Congress to enact legislation which will allow municipalities to re-regulate cable fees and service. Section 2: That the Clerk of Council be and she is hereby authorized and directed to send a certified copy of this Resolution to all Cuyahoga County members of the House of Representatives and the two Senators representing the State of Ohio.
