CITY OF NORTH OLMSTED <br />RESOLUTION N0. 91-54 <br />BY: The Mayor and Entire City Council <br />A RESOLUTION IN OPPOSITION TO THE PASSAGE OF <br />HOUSE BILL 44. <br />WHEREAS: House Bill 44 is an attempt to reintroduce <br />the reciprocity process into the Ohio Municipal Income Tax <br />Law; and <br />WHEREAS: The reciprocity process was attempted during <br />the late 1960s by the Central Collection Agency, Department <br />of Taxation, City of Cleveland, and was cancelled due to its <br />disastrous results; and <br />WHEREAS: Tax collections for North Olmsted and for <br />most Ohio communities who rely upon income tax collections <br />will realize a decrease by as much as 16 percent; and <br />WHEREAS: The decreased tax collections will result in <br />a curtailment of city services; and <br />WHEREAS: House Bill 44 will result in additional <br />operation costs for both Ohio governments and businesses <br />thus making this State less attractive to development; and <br />WHEREAS: Due to the volatile impact of tax rate <br />changes by other communities, it will become impossible for <br />political subdivisions to anticipate revenues or budget <br />expenses; and <br />WHEREAS: A community's ability to assess income tax <br />and its right of Home Rule is in jeopardy. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE <br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That it is the desire of this Council and <br />Administration to strongly object to the passage of House <br />Bill 44. <br />
