CITY OF NORTH OLMSTED
RESOLUTION N0. 91-54
BY: The Mayor and Entire City Council
A RESOLUTION IN OPPOSITION TO THE PASSAGE OF
HOUSE BILL 44.
WHEREAS: House Bill 44 is an attempt to reintroduce
the reciprocity process into the Ohio Municipal Income Tax
Law; and
WHEREAS: The reciprocity process was attempted during
the late 1960s by the Central Collection Agency, Department
of Taxation, City of Cleveland, and was cancelled due to its
disastrous results; and
WHEREAS: Tax collections for North Olmsted and for
most Ohio communities who rely upon income tax collections
will realize a decrease by as much as 16 percent; and
WHEREAS: The decreased tax collections will result in
a curtailment of city services; and
WHEREAS: House Bill 44 will result in additional
operation costs for both Ohio governments and businesses
thus making this State less attractive to development; and
WHEREAS: Due to the volatile impact of tax rate
changes by other communities, it will become impossible for
political subdivisions to anticipate revenues or budget
expenses; and
WHEREAS: A community's ability to assess income tax
and its right of Home Rule is in jeopardy.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO:
SECTION 1: That it is the desire of this Council and
Administration to strongly object to the passage of House
Bill 44.
