~. <br />1~-- <br />A <br />CITY OF NORTH OLMSTED <br />Ordinance No. 91-28 <br />By _ Patricia Bahas <br />AN ORDINANCE AUTHORIZING A SPECIFICATION <br />REQUIREMENT FOR MINORITY BUSINESS ENTERPRISE <br />AND WOMEN BUSINESS ENTERPRISE PARTICIPATION <br />IN FISCAL YEAR 1991, (17TH YEAR), COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROJECTS OF 5m FOR <br />LABOR AND 15% FOR MATERIALS AND-; EQUIPMENT, <br />AND DECLARING AN EMERGENCY <br />WHEREAS, this Council, after public hearing, has determined <br />the City of North Olmsted qualifies for Community Development Block <br />Grant funds; and <br />WHEREAS, this City has designated two projects which are <br />deserving of being funded by Community Development Block Grant <br />funds; and <br />WHEREAS, said projects consist of designating, in order of <br />prioity, the Improvement of Elm Road and Improvement of Sewers on <br />Fleharty Road; and <br />WHEREAS, the City recognizes that these projects will be rated <br />higher and increase their competitiveness if there is participation <br />of either a minority or women's business enterprise; and <br />WHEREAS, the City recognizes that a higher rating will be given <br />if both an MBE and WBE are participating; and <br />WHEREAS, the City has successfully applied for and received <br />approval of Issue 2 funding for the Improvement of Elm Road <br />project; and <br />WHEREAS, Issue 2 funding is being used as leverage towards the <br />application for Community Development Block Grant funding for the <br />Improvement of Elm Road project; and <br />WHEREAS, Issue 2 has a Minority Business Enterprise requirement <br />of 5o for labor and 15o for materials and equipment; and <br />WHEREAS, the City desires to provide for MBE/WBE participation <br />and consistency between Community Development Block Grant and Issue 2 <br />for the same project (Improvement of Elm Road). <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO= <br />SECTION 1= that this Council does hereby authorize a <br />specification requirement for MBE/WBE participation of 5% for labor <br />and 15o for materials and equipment in Fiscal Year 1991 (17th Year), <br />
