l <br />i `~ <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 91-3 <br />BY: MAYOR EDWARD BOYLE <br />AN ORDINANCE ESTABLISHING THE ORGANIZATIONAL CHART <br />AND COMPOSITION OF THE FIRE DEPARTMENT OF THE CITY <br />OF NORTH OLMSTED, AND DECLARING AN EMERGENCY, <br />AS AMENDED. <br />WHEREAS, the Administration recognizes that because of a lack of personnel in the <br />Fire Department, combined with the City's obligation to meet the requirements of the Fair <br />Labor Standards Act regarding payment of overtime, the manpower resources of the Fire <br />Department have been stretched to the limit; and <br />WHEREAS, because of the excessive demands being made upon the members of the <br />Fire Department because of the need to maintain full status thus requiring many to be forced to <br />work overtime, it is recognized by the Administration that in order to alleviate the problems <br />that exist, it is necessary to add personnel to the Fire Department; and <br />WHEREAS, it is the belief of the Administration that by freeing up the Fire/Paramedic <br />personnel from the duty of dispatching, that the City in essence, would increase the manpower <br />of the Fire Department; and <br />WHEREAS, in order to accomplish the desire to make the Fire Department more <br />efficient, the Administration has recommended that there be created within the Fire Depart- <br />ment the separate position of Dispatcher, which in order to cover all of the various shifts, it <br />will be necessary to add to the complement of the Fire Department four (4) Dispatcher posi- <br />tions; and <br />WHEREAS, it is also recognized that in order to alleviate some of the pressure as far <br />as scheduling and overtime relative to the existing individuals in the Fire Department, it would <br />be desirable to add additional firefighters to the roster; and <br />WHEREAS, it is the desire of the Administration and Council at this time to increase <br />the complement of firemen from 28 to 33 firemen and to, at the same time, develop plans in <br />the future to add additional firefighter personnel to the complement of the Fire Department. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Organizational Chart of the Fire Department of the City of <br />North Olmsted shall be constituted as follows: <br />a) That the Organizational Chart for the Fire Department and the personnel set forth <br />in the Organizational Chart shall consist of the Chief of the Fire Department, who <br />shall be in charge of the entire department. <br />b) The Fire Chief shall also be in charge of a general duty uniform roster, which <br />shall consist of one Assistant Chief, four Captains, six Lieutenants, and 33 <br />Firemen. <br />
