<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 93-146 <br />BY: THE MAYOR AND ENTIRE CITY COUNCIL <br />A RESOLUTION ENCOURAGING THE PUBUC UTIUTIES COMMISSION <br />TO SUPPORT ADVANTAGE OHIO AND DECLAR/NG AN EMERGENCY. <br />WHEREAS, state-of-the art te/ecommunications is a critical issue for Ohio's <br />educationa/ system and the business deve/opment of the state; and <br />WHEREAS, the Ohio General Assemb/y, through House Bi11563, authorized the <br />Public Utilities Commission of Ohio to consider new forms of regulation for <br />te/ecommunications in the state of Ohio; and <br />WHEREAS, in 1993, the PUCO issued the rules under which Ohio's regu/ated <br />te/ephone companies are permitted to make application for new forms of regulation; <br />and <br />WHEREAS, Ameritech has made application to have the PUCO rep/ace "rate <br />of return" regulation with "price cap" regulation in a measure called "Advantage Ohio;" <br />and <br />WHEREAS, imp/ementation of the provisions of "Advantage Ohio" will <br />positive/y impact education, economic deve/opment, health care and overall quality of <br />life in the state of Ohio through a$1.6 billion, five-year investment by Ameritech <br />shareholders in Ohio's te/ecommunications infrastructure; and <br />WHEREAS, "Advantage Ohio" contains key consumer protection, inc/uding <br />commitments to maintain flat rate residence se?vice, cap basic residence and business <br />rates for a period of three years from the effective date of the plan's approval; and <br />WHEREAS, Any rate changes would be limited through the use of a price cap <br />formula direct/y regulated by the PUCO; and
