. k <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 93-111 <br />BY: MAYOR ED BOYLE <br />A RESOLUTION SUPPORTING HOUSE RESOLUTION 140 - <br />THE FEDERAL MANDATE RELJEF ACT OF 1993, <br />AND DECL4RING AN EMERGENCY. <br />WHEREAS, unfunded federal mandates on state and loca/ governments have <br />become increasingly extensive in recent years; and <br />WHEREAS, such mandates have, in many instances, added to growing deficits <br />in state and local budgets and have resulted in the need for local governments to <br />increase revenue or curtail services; and <br />WHEREAS, such excessive fiscal burdens on local governments have <br />undermined, in many instances, the ability of local governments to achieve their <br />responsibilities under state and local law; and <br />WHEREAS, House Resolution 140, the Federal Mandate Relief Act of 1993, <br />would assure that the federal government pays the total amount of direct cost incurred <br />by state and /ocal governments in complying with certain requirements which take <br />effect on or after the date of enactment of the Act under a federal statute or <br />regulation; and <br />WHEREAS, this legislation would provide that any requirement under a federal <br />statute or regulation requiring a state or local government to conduct an activity or <br />meet national standards in providing a se?vice shall apply to the government only if all <br />funds necessary to pay the direct costs are provided by the federal government. <br />NOW, THEREFORE BE IT RESOLVED by the Council of the City of North <br />O/msted, County of Cuyahoga, State of Ohio: <br />SECTION 1: That the Council of the City of North Olmsted supports House <br />Resolution 140 and goes on record as endorsing this bill.
