CITY OF NORTH OLMSTED <br />ORDINANCE NO. 93-65 <br />BY.• MAYOR EDWARD BOYLE <br />AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER <br />INTO A COOPERATIVE AGREEMENT WITH THE <br />CUYAHOGA COUNTY BOARD OF COMMISSIONERS FOR <br />THE UTILIZATION OF FUNDS MADE AVAILABLE BY THE <br />HOUSING AND COMMUNITY DEVELOPMENT ACTS OF <br />1974, 1977, 1980, 1983, 1987 AND 1992 AS AMENDED, AND <br />IN ADDITION THERETO, TO PARTICIPATE IN THE <br />PROGRAM ADMINISTERED BY CUYAHOGA COUNTY <br />COMMISSIONERS KNOWN AS THE NATIONAL <br />AFFORDABLE HOUSING ACT OF 1990 AND 1992, AS <br />AMENDED WHICH PROVIDES FUNDS FOR AFFORDABLE <br />HOUSING PURPOSES FOR URBAN COUNTIES AND <br />CONSORTIUMS, AND DECLARING EMERGENCY. <br />WHEREAS, the Housing and Community Development Acts of 1974, 1977, 1980, 1983, <br />1987 and 1992 as amended, provide an entitlement of funds for community development <br />purposes for urban counties; and <br />WHEREAS, the National Affordable Housing Act of 1990 and 1992, as amended, <br />provides an entitlement of the Home Investment Partnerships Program (Home Program) funds <br />for affordable housing purposes for urban counties and consortiums; and <br />WHEREAS, Cuyahoga County may be designated as a urban county provided that it <br />secures cooperative agreements from various political subdivision in Cuyahoga County; and <br />WHEREAS, it is the desire of this council to participate in the aforesaid programs; and <br />WHEREAS, the County shall prepare an application for fiscal year 1994, 1995 and 1996 <br />for Urban County CDBG, Home Program funds and Program income generated from the <br />expenditure of CDBG funds pursuant to the aforementioned act for the fiscal year 1994, 1995 <br />and 1996 Program years; and <br />WHEREAS, no less than forty (40%) percent of the total Urban County Entitlement <br />Funds for Cuyahoga County will be expended by the Cuyahoga County Board of Commissioners <br />on behalf of the participating political subdivisions to finance through a Municipal Grant <br />Program eligible Community Developmental activities, programs, and projects in said <br />participating political subdivisions.
