$y; MAYOR BOYLE <br />AN ORDINANCE LIMITING THE CONSTITUENCY SERVED <br />BY THE CIVIL SERVICE COMMISSION OF THE CITY OF <br />NORTH OLMSTED AND DECLARING AIVT EMERGENCY <br />WHEREAS, the Council of the City of North Olmsted and North Olmsted City School <br />District Board of Education deem it to be in the best interest of the City and Board of Education <br />that the City of North Olmsted Civil Service Commission serve only the City and delegate to <br />the Board of Education responsibility over original appointments for the School District; and <br />WHEREAS, this Council desires to provide that, henceforth, the Civil Service <br />Commission of North Olmsted, Ohio, will not render services to the North Olmsted Board of <br />Education. <br />NOW, THEREFORE, BE IT ORDAINED by the Council of the City of North Olmsted, <br />County of Cuyahoga, State of Ohio: <br />Section 1. That effective 12:01 a.m. on February 1, 1993, and continuing thereafter until <br />otherwise ordered by the Council, the North Olmsted Civil Service Commission is hereby <br />instructed not to provide services to the North Olmsted Board of Education, the North Olmsted <br />School System, and/or their employees and to delegate to the Board of Education a11 <br />responsibility over its original appointments. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the adoption of this ordinance were adopted in an open meeting of this Council <br />and that all deliberations of this Council and of any of its committees that resulted in such formal <br />action were in meetings open to the public in compliance with a11 legal requirements, including <br />Section 121.22 of the Ohio Revised Code. <br />Section 3. That this ordinance is immediately necessary for the preservation of the public <br />health, safety, and welfare, and for the further reason that it is immediately necessary to limit <br />the constituency served by the North Olmsted Civil Service Commission in order to preserve the <br />resources of the City and its taxpayers and further provided that it receives the affirmative vote <br />of two-thirds of a11 members - of : Council, it shall take effect and be enforced immediately <br />upon its passage and approval by the Mayor.
