CITY OF NORTH OLMSTED RESOLUTION N0.2011 - 3 By: Mayor Kevin M. Kennedy A RESOL UTION A UTHORIZING AND DIRECTING THE DIRECTOR OF PUBLIC SERVICE TO MAKE APPLICATION ON BEHALF OF THE CITY OF NORTH OLMSTED FOR A 2011 COMMUNITY RECYCLING AWARENESS GRANT FROM THE CUYAHOGA COUNTY SOLID WASTE DISTRICT ("CCSWD'); FURTHER AUTHORIZING THE MAYOR TO ACCEPT THE GRANT IF AWARDED; AND TO EXECUTE A CONTRACT WITH THE CCSWD, AND DECLARING AN EMERGENCY. WHEREAS, the Community Recycling Awareness Grant was created by the CCSWD to assist local governments in Cuyahoga County in the promotion of community wide recycling; and WHEREAS, grants in the amount of up to $3,500.00 are awarded on a competitive basis to communities seeking to promote recycling; and WHEREAS, the grant, if awarded, requires no local match of funds; and WHEREAS, the Director of Public Service and Mayor Kennedy believe that these grant funds should be utilized to raise awareness of the community wide benefits of properly disposing of recyclable materials generated on a daily basis; and WHEREAS, it is accordingly the desire of this Council to authorize the Director of Public Service to make application for said CCSWD Community Recycling Awareness Grant, and to authorize the Mayor to accept the grant if awarded. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION l: That this Council does hereby authorize the Director of Public Service to prepare, sign and submit an application for the CCSWD 2011 Community Recycling Awareness Grant on behalf of the City of North Olmsted to promote recycling options in the community; and does authorize the Mayor to accept the grant and execute a contract and any and all other necessary papers, if a grant is awarded. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety, and welfare, and for the further reason it is necessary that this legislation go into effect immediately in order that the City may make a timely application for the grant funds, and further, provided it receives the affirmative vote of two-thirds of all members of the Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
