CITY OF NORTH OLMSTED <br />RESOLUTION N0.2011 - 8 <br />By: Mayor Kevin M. Kennedy <br />A RESOL UTION A UTHORIZING AND DIRECTING THE DIRECTOR OF <br />PLANNING AND DEVELOPMENT TO MAKE APPLICATION ON BEHALF <br />OF THE CITY OF NORTH OLMSTED FOR A NORTHEAST OHIO PUBLIC <br />ENERGY COUNCIL (NOPEC) POWERING OUR COMMUNITIES GRANT; <br />FURTHER AUTHORIZING THE MAYDR TO ACCEPT THE GRANT IF <br />AWARDED; AND TO EXECUTE A CONTRACT WITH NOPEC, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted is eligible to apply for up to $336,000.00 in grant <br />funds through NOPEC's Powering Our Communities Grant Program; and <br />WHEREAS, the program provides funds to allow cities to achieve greater energy <br />efficiency; and <br />WHEREAS, if successful the City intends to utilize the funds for replacement of <br />inefficient heating, ventilation and air conditioning systems, doors, windows and lighting at City <br />Hall, the Community Cabin and the Senior Center; and. <br />WHEREAS, the grant, if awarded, requires no local match of funds; and <br />WHEREAS, the Director of Planning and Development and Mayor Kennedy believe that <br />these grant funds should be utilized to implement energy saving measures that will ultimately <br />save tax dollars by and through a reduction of electricity and natural gas; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning and Development to make application for said through NOPEC Powering Our <br />Communities Grant, and to authorize the Mayor to accept the grant if awarded. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Director of Planning and <br />Development to prepare, sign and submit an application for the NOPEC Powering Our <br />Communities Grant on behalf of the City of North Olmsted in order to obtain funds to implement <br />energy efficiency initiatives; and does authorize the Mayor to accept the grant and execute a <br />contract and any and all other necessary papers, if a grant is awarded. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may make a timely application for the grant funds (February 28, 2011 deadline), and further, <br />provided it receives the affirmative vote of two-thirds of all members of the Council, it shall -take <br />effect and be in force immediately upon its passage and approval by the Mayor. <br />
