No person, unless duly licensed as provided in this chapter, shall engage in the business <br />of purchasing, selling, exchanging or receiving: <br />(a) Used clothing or tools of artisans, mechanics or common laborers; <br />(b) Used typewriters, adding machines, multigraphs, comptometer, addressographs, <br />check protectors or other office machinery; <br />(c) Used plumbing fixtures, builders' hardware or lighting fixtures; <br />(d) Pawnbrokers' tickets or other evidence of pledged articles; or <br />(e) Used or secondhand motor vehicle tires, tubes, batteries, wheels, hubcaps or other <br />motor vehicle parts or accessories not received by the buyer for credit upon the purchase <br />price of similar new merchandise. <br />755.02 SECONDHAND JEWELRY DEALERS; LICENSE REQUIRED. <br />No person shall engage in the business of purchasing, selling or exchanging secondhand <br />precious stones or any secondhand manufactured article composed wholly or in part of gold, <br />silver, platinum or other precious metal or gold or silver coins for selling or otherwise using the <br />same, or in the business of purchasing, selling or exchanging old gold, silver or platinum for the <br />purchase of melting or refining, unless first duly licensed as provided in this chapter. <br />755.03 LICENSE APPLICATION REQUIREMENTS. <br />(a) Each owner of an establishment governed by this chapter shall pay the sum of <br />fifty dollars ($50.00) per year for an annual license for such establishment. <br />(b) The licenses required shall not be transferable to any other person. <br />(c) No license shall be issued until an application is submitted to the Director of <br />Public Safety, which application shall, among other things, state: <br />(1) The name and address, age and birth date of the applicant. <br />(2) The name of the owner or owners of the premises wherein the business is <br />operated. <br />(3) The name and address of the owner or owners of the business conducted <br />therein. <br />(4) Whether or not the applicant or the owner of the business has been <br />convicted under any State or Federal law relating to theft offenses. <br />755.04 ISSUANCE OF LICENSE. <br />(a) If the applicant for a license has filed the proper application and has paid the <br />proper fee as specified in Section 755.03, and the Director of Public Safety is satisfied that all <br />information requested is properly given and that after inspection by the Building Department that <br />all requirements of the Building Code have been met, then a license shall be issued. <br />(b) The license shall be displayed in a prominent place in the business establishment. <br />(c) For the purposes of this chapter, all licenses shall terminate on December 31 of <br />each calendar year and there shall be no prorating of fees. <br />755.05 BOND. <br />Every licensee under this chapter shall execute and file a cash bond in the sum of seven <br />hundred and fifty dollars ($750.00), with surety to the satisfaction of the Director of Public <br />Safety, conditioned upon such licensee's conformance to the requirement of law and the <br />ordinances of the City. <br />755.06 REVOCATION OF LICENSE APPEAL. <br />The Director of Public Safety may suspend or revoke any license issued pursuant to this <br />chapter for the direct or indirect violation of any of the provisions hereof. In the event that the <br />Director of Public Safety suspends or revokes any license, the owner may within ten days appeal <br />such suspension or revocation to the Mayor. If the Mayor upholds such suspension or <br />revocation, the owner may appeal to the Board of Review within ten days from the Mayor's <br />decision, consisting of two members of Council, and the Director of Law. The decision of the <br />Board of Review shall be final. <br />755.07 RECORD BOOKS. <br />2 <br />
