CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2011 - 42 <br />BY: Mayor Kennedy <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A ONE YEAR <br />CONTRACT WITH CUYAHOGA COUNTY /THE CUYAHOGA COUNTY <br />ENGINEER FOR THE PURPOSE OF PROVIDING INSPECTION <br />SERVICES FOR BRIDGES AND CULVERTS, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, pursuant to R.C. §723.54, the City of North Olmsted is responsible for <br />the inspection and maintenance of bridge structures within City limits, except for bridges on a <br />state or county highway system; and <br />WHEREAS, the Administration believes that the City can most efficiently and cost <br />effectively conduct its bridge inspections by utilizing the expertise of the Cuyahoga County <br />Engineer; <br />WHEREAS, it is the recommendation of the Director of Planning and Development <br />that the City rather than attempt to procure the necessary services elsewhere and otherwise <br />through the City's RFP/RFQ procedures, instead enter into a one year contract with the <br />Cuyahoga County Engineer to provide such services for an estimated $10,951.73; and <br />WHEREAS, it is accordingly the desire of this Council, acting upon the <br />recommendation of the Director of Planning and Development, to dispense with the RFP/RFQ <br />process and authorize the Mayor to enter into a one year contract with the Cuyahoga County <br />Engineer. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to enter into a one year <br />contract with Cuyahoga County / Cuyahoga County Engineer, to provide bridge inspection <br />services for structures (bridges and culverts) located on Alexander Road, Ambour Drive, <br />Blossom Lane, Clifford Road, Hawkins Road, Le Bern Road, Revere Road, S. Canterbury <br />Road, Sherwood Drive, Marion Road, Stoneybrook Drive, Windsor Drive and Vincent Drive. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately due to the fact <br />that the City is in need of such services to comport with Ohio law; and further provided it <br />
